The public sector, which includes organizations such as the Pakistan Agricultural Research Council and Pakistan Central Cotton Committee, and agricultural research institutes of the Pakistan Atomic Energy Commission play an important role in seed activities.
Pakistan enacted a sui generis system for the protection of rights on plant varieties, the Plant Breeders’ Rights Act 2016, which came into force on December 8, 2016.
GM Bt Cotton is increasingly being adopted, with nearly 725,000 smallholder cotton farmers in Pakistan planting Bt cotton in 2017.
Twenty-two index companies report having a presence in Pakistan. Pakistan also has a significant local seed industry.
Seed production is carried out by four companies. Advanta is the only company with seed production activities involving smallholder farmers, who produce 95% of its seed.
The enactment of the Plant Breeders’ Rights Act 2016 is seen as encouragement for seed companies to invest in R&D.
Ten companies indicate having testing locations in Pakistan, while other elements of the seed value chain, from breeding programs and seed production to seed processing and extension services, remain areas of improvement.
